Uv top coat and lamp question

I am in the market for a UV lamp and a UV clear top coat. What is the best brand of UV top coat and which lamp is the best to use for just home use? I was looking at one at Sally's for around $60. I think it will work well but which top coat is the best.

Is there a better way to protect my nails rather than using uv top coat. I want to use it mainly to keep my nail polish and 3d jewels and other decorations from coming off.
